Well respected in the community Dilwyn was forced to retire from public office due to ill-heath in 2010. He is fluent in both the English and Welsh languages.

He has represented Llanegwad, Llanfynydd & Llanfihangel Rhos-y corn on Carmarthenshire County Council.

At the time of the 1999 election Dilwyn had eight years' experience in local Government.

He was Chairman of Carmarthenshire County Council for 2003-4.

Through the freedom of the Independent benches he zealously looked after the interests of the Electorate, whatever their politics.

During his involvement with charitable organisations he raised over £125,000.

  • Member of the Dyfed Probationary Board

  • Member & Past Chairman Education Scrutiny Committee.

  • Past President Carmarthen Breakthro’

  • Past President of Carmarthen Rotary Club and Paul Harris Fellow

  • Past President Vale of Towy YFC

  • Past President of the North Carmarthenshire Presbyterian Church in Wales.

  • Past Committee Chairman Action for the Crippled Child

  • Patron of the Friends of Meddygfa Towy (Towy Surgery).
