Represents Llanegwad, Llanfynydd & Llanfihangel Rhos-y corn on Carmarthenshire County Council.

At the time of the 1999 election Dilwyn had eight years' experience in local Government.

He retired early and was a businessman He has fluency in both the English and Welsh languages. During his involvement with with charitable organisations he has raised over £125,000.

Through the freedom of the Independent benches he zealously looks after the interests of the Electorate, whatever their politics.

He was Chairman of Carmarthenshire County Council for 2003-4.

His interests are:

• Former Funding Trustee of the Carmarthen & District Hospice.
